Qualification & Experience:

Bachelors / Masters (preferably) in Engineering or Physical Sciences with 17 years of post-qualification experience including 5 years’ experience in senior management / leadership role. Preference or added weightage will be given to those candidates who in addition have an MBA from a reputable university / institution recognized / accredited by HEC.  Must have demonstrated strategic leadership role in Process Improvement being a highly experienced and seasoned leader/manager with strong qualifications and credentials. Candidate would be preferred with knowledge of Lean and / or Six Sigma.

Responsibilities:

    Job Summary:

    The purpose of this position is to provide overall direction and leadership to curb Un-accounted for Gas (UFG) throughout the Company’s network/ operation. To efficiently manage that gas is supplied to end consumers with minimum possible losses as per International Standards and within the targets provided by the MD/BOD/ Ministry of Energy (MOE) and in compliance with the directives of the regulator i.e. OGRA.

     

    Job Responsibilities:

    1. Examine strategic issues in UFG and demand management, identify alternative options to address the issues, determine the data requirements to support the pros and cons of each so that stakeholders may be facilitated in selecting action steps for resolving the most important issues.
    2. Coordinate the gathering of periodic and on-demand data from the operational departments for required analysis to discover the points or activities that need to be addressed for minimizing UFG.
    3. Advise UFG department personnel on the direction of analysis and presentation of findings.
    4. Provide UFG guidelines to concerned SSGC departments/sections to secure and ensure gas transmission & distribution related assets by monitoring surveillance equipment; inspecting assets, equipment, and access points for maintaining foolproof security of gas.
    5. Provide guidance to operating departments in the setting of priorities for system segmentation / visibility, theft detection, meter replacement and system rehabilitation through analyses of leak detection surveys variations in gas consumption patterns, and identification of UFG prone areas and consumers.
    6. Review Industrial Surveys reports and prepare analysis on any discrepancies in historical gas consumptions and recording as per planned schedule and in liaison with customer
    7. Review the Meter Inspection Reports (MIR) and suggest measures to identify and replace/repair slow meters and improve measurement accuracy.

    9. Review leak surveys and rectification targets and gather resources to increase survey of network in high UFG prone areas and segments to get the desired results.
    10. Organize meetings with identified stakeholders on possible actions for minimization of UFG, facilitate discussions on pertinent points, make efforts to resolve differences and work towards an agreed set of actions, timelines and quantification of desired results
    11. On a regular basis, review progress on management's goals and Key Monitoring Indicators to reduce UFG, identify any adverse tendencies, engage concerned departments and entities and make efforts to resolve problems in resource allocation, implementation issues, coordination between departments and entities and other interventions to ensure that the plans are effectively implemented.
    12.   Revise plans, milestones and targets and Key Monitoring Indicators (KMIs) as necessary.
    13. Participate in preparation of UFG guidelines for use by operational departments to strengthen security of gas during transmission & distribution, including guidelines for monitoring and surveillance equipment; inspection of assets, measurement equipment, meter proving, and replacement of defective meters and security of access points for maintaining foolproof security of gas.
    14. Engage with government to respond to inquiries and concerns about UFG performance and cost-cutting initiatives, make attempts to gain cooperation, develop and maintain effective communication channels to present and reinforce SSGC points of view on UFG matters needing support from government and external agencies.
    15. Guide the preparation of UFG related KMI Audit plans across SSGC, review plans for adequacy and completeness, identify audit resources, engage audit support staff from Internal Audit, Risk Management, HSE & QA and counterparts from operational departments, monitor the finalization of audit checklists, coordinate the conduct of audits, development of reports, closing meetings with audited departments, and consolidation of audit observations for review by UFG Committee of the Board.
    16. Identify and periodically visit UFG prone sites and Regional Offices for monitoring the conduct of UFG reduction activities, observe and record important issues, and hold discussions with concerned executives to resolve important issues.
    17.   Escalate critical and unresolved issues to CEO and UFG Committee of the Board. 
    18. Examine vigilance reports and evidence from Security Services and Control Gas Theft Operations (SS and CGTO) raids on industrial, domestic, and commercial / bulk domestic targets for unlawful gas usage, evaluate possible implications for SSGC UFG minimization plans.
    19. Engage Law Enforcement Agencies and concerned executives for initiation of corrective and preventive actions.
    20. Prepare policies and guidelines to launch public awareness program/plan and implement the same by launching Counter Theft campaign through print and electronic media.

    22. Review drafts of presentations for management, Ministry of Energy OGRA, UFG Committee of the Board and other high level entities, identify points requiring clarity or emphasis, and guide team in revision of drafts.
    23.   Discuss drafts with CEO and monitor necessary corrections for CEO approval.
    24. Ensure the timely development of periodic progress reports on UFG reduction plan, ensure accuracy and validity of reports, identify variations between plan and actual results, highlight significant variations and their implications, and disseminate reports for review by management and concerned stakeholders.

    26. Monitor performance on routine UFG control activities including gas losses reduction, segmentation, underground leak survey and rectification, overhead leak survey and rectification, meters replacement (domestic), theft control, rehabilitation, etc.
    27. Liaison with GOP (Government of Pakistan) and other authorities on matters related to UFG and financing of related projects, (e.
    28. g. network rehabilitation in Public Private Partnership where projects costs are funded through savings in UFG)
    29. Utilize and improve capabilities of departmental staff in the use of business analytics to review and analyze the patterns and trends in the incidence of UFG across multiple indicators including geographical areas, consumer types, periods, survey results, billing data etc.
